DUTIES

1. Contribute to the implementation of a high quality and credible M&E system
▪︎ Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through monthly M&E exchange platforms with district focal point staff, bi-annual trainings on M&E and quarterly learning sessions
▪︎ Identify the monthly data needs for the project in collaboration with colleagues and design the associated questionnaires using mobile-based data collection tools (ODK)
▪︎ Provide bi-annual data collection trainings in order to assure successful high-quality data collection, in combination with knowledge and capacity building trainings to governmental extension workers
▪︎ Work closely with the Project Implementation Unit to manage all data entry related activities and ensure that they are done timely and qualitatively by developing monthly assignments with associated deadlines for extension staff, following-up regularly and being daily available for fast and effective technical support
▪︎ Facilitate technical IT capacity building opportunities for project staff and partners
▪︎ Implement quantitative and qualitative data collection tools and methods to guarantee that the M&E system is gender-sensitive and inclusive (human-rights based and do-no harm approaches)

2. Assess the functionality of the M&E system
▪︎ Monitor individual reporting performance of data collectors, to assure timely and high-quality data collection
▪︎ Present performance evaluation during monthly review meetings with the Project Manager and Project Coordinator and evaluate the functionality of the M&E system on quarterly basis during regional review meetings with the Project staff and government partners

3. M&E analysis and reporting
▪︎ Supply reliable data to PIU on regular basis for activity implementation and steering
▪︎ Conduct data analysis and identify relevant evaluation findings, conclusions and recommendations and input them into project reporting appropriately
▪︎ Integrate high-quality gender-responsive and inclusive lens within data analysis (qualitative and quantitative)
▪︎ Compile monthly progress reports of local government extension
▪︎ Compile quarterly progress reports
▪︎ Organise annual household surveys with enumerators, conduct data analysis and compile data visualisation report
▪︎ Contribute to the annual progress report with data analysis and data visualization
▪︎ Update indicator progress tracking table
▪︎ Revise the Log frame

4. Innovation and capitalisation
▪︎ Set up of an SMS data collection and dissemination platform for direct interaction with beneficiaries
▪︎ Set up of an online open agricultural knowledge database with voice messages
▪︎ Contribute to the development of capacity development tools, including training materials, brochures, project fact sheets and videos
▪︎ Contribute to the development of an interactive dashboard for external communication visualizing project achievements, including interactive mapping
▪︎ Contribute to project capitalisation materials

ESSENTIAL QUALIFICATIONS 
▪︎ Tanzanian national – male / female
▪︎ Academic qualifications: bachelor degree in Information Technology, Agricultural economics, Mathematics, Records Management, Informatics, Computer Science or equivalent qualification
▪︎ Experience: min 1 year in data management / M&E
▪︎ Experience in conducting qualitative/quantitative analysis integrating a gender perspective, a human-rights based approach, vulnerable groups or similar.

DESIRED COMPETENCIES/SKILLS 
▪︎ Good knowledge of monitoring and evaluation concepts and its practical application
▪︎ Affinity with rural development and agriculture
▪︎ Good analytical and report writing skills
▪︎ Ability to synthesize program performance data and produce analytical reports with good visualisation
▪︎ Advanced user of Excel for data analysis and reporting
▪︎ Knowledge of ODK for data collection is an asset
▪︎ Knowledge of GIS is an asset
▪︎ Creative Problem Solving and leading by example
▪︎ Good oral and written communication skills in Kiswahili and English
▪︎ Awareness and sensitivity regarding gender and human rights issues and approaches in data management and collection
▪︎ Riding a motorcycle is an asset

EMPLOYMENT  CONDITIONS 
▪︎Duty station: Kigoma town/district with regular travel to other districts in the region
▪︎ Enabel contract: 1 year - extendable
