The National Assembly of Tanzania was established before independence in 1926 as Legislative Council of Tanzania Mainland, then known as Tanganyika. The Legislative Council was established under Tanganyika Legislative Council Order and Council, a law enacted by the British Parliament. The law was gazetted in Tanganyika on 18th June 1926 and the council was launched in Dar es Salaam on 7th December 1926 under the chairmanship of the Governor of Tanganyika, Sir. Donald Cameron. The council had 20 members all appointed by the Governor.

Tanzania Parliament derives its mandate and functions from the Constitution of the United Republic of Tanzania of 1977, the laws of Tanzania and its own rules of procedure. Chapter 3 of the Constitution of the United Republic of Tanzania contains Articles that provide for the establishment, composition and functions of the Parliament. Besides various provisions of Standing Order, members of the Committee enjoy the same rights and powers enjoyed by the members of the House regard to the effectively functioning of committees as provided by (Act No.3. of 1988) the Parliamentary Immunities, Powers and Privileges.
